Това означава, че парламентът няма да разглежда предложението на държавния глава, нито ще го подлага на гласуване. Това от своя страна изключва хипотезата държавният глава впоследствие да сезира Конституционния съд. Причината – ако няма акт на НС, няма какво да се изпрати в КС, който може да разглежда само казуси, описани в Конституцията….
