Шефът на „Вътрешна сигурност“ в затворите Петър Караколев коли и беси зад гърба на държавата. Самоуправството му струва близо милион лева на хазната

В шуменската прокуратура е образувана преписка за длъжностно престъпление срещу шефа на „Вътрешна сигурност“ в Главна дирекция изпълнение на наказанията (ГДИН) към Министерство на правосъдието Петър Каракалев, издадоха ексклузивно наши източници в съдебната система. Жалбата касае практиката да набеждава неудобни нему служители в системата на затворите и по тази линия да ги уволнява неправомерно.
Проверките на Караколев срещу нарочените от него за гонене затворнически кадри завършват винаги по един и същи начин – с обвинения в „превишаване на правомощията, злоупотреби със служебно положение и нерегламентирани контакти с близки на подсъдими лица“. В съда, обаче, тези обвининия напълно се опровергават, сочи справка в деловодството.
Не случайно една дузина от уволнените през последните две години затворнически служители, в т.ч и зам.-директор, ударно печелят дела и се връщат на работа. А съдът доказва, че те е са били отстранени в разрез с правилата заради неграмотното и злоумишлено прилагане на закона от страна на Караколев. Това споделят пред репортер на в. „Уикенд“ техни колеги и допълват, че само обезщетенията, които държавата ще им заплати възлизат на между 800 хиляди и един милион лева. Парите, разбира се, ударят по джоба българските данъкоплатци, които ще покрият масрафа на самозабравилия се началник на пандизчийската „Вътрешна сигурност“ в ГДИН.
Порочната практика на Караколев е да кара „доброзорно“ затворници да подават сигнали срещу посочени от него кадри в администрацията на местата за лишаване от свобода, с които той имал най-често лични дрязги и конфликти. В жалбите и останалите документи информацията редовно е лъжлива и с чисто клюкарски привкус, издават запознати с досъдебното производство.
Нищо неподозираща деловодителка например била набедена, че живее на семейни начала с бизнесмен, който дължал пари на затвора, но се оказало , че деловите му отношения са стартирали много след като жената е била назначена. В друг умишлено сгрешен протокол пък се твърдяло, че в служебна каса е открито злато и банкноти с номинал 6 хил.лв., които според Караколев били рушвет от близки на затворник. Проверка обаче установява, че средствата са от продажба на личен автомобил, който служителят надлежно е декларирал.
Освен рецидивист в набеждаването и неправомерните уволнения на затворнически служители, се оказва, че Петър Караколев заема длъжността шеф на „Вътрешна сигурност“ в разрез със закона, тъй като нямал задължителното за длъжността юридическо образование. Вместо право, той е завършил „гребане“ във ВИФ, заради което бил по-известнен като Пешо Гребеца. За да бъде назначен, Министерството на правосъдието специално променя изискванията на конкурса, издават негови колеги. И допълват, че този така ценен за системата кадър е доведен на времето в ГДИН от вече бившият ресорен зам.-министър Николай Проданов, който е висш партиен функционер на ВМРО. По настоящем Караколев е закрилян от шефа на ГДИН Ивайло Йорданов, твърдят вътрешни за системата хора.
