Скандални факти излязоха наяве за Константин Арабаджиев само няколко дни след назначаването му за член на Комисията за защита на потребителите. Припомняме, че през тази седмица от постовете си бяха отстранени председателят Иван Френкев и членовете на Комисията Николай Мравов и Велина Великова, за които публикува серия разследвания.
Дали защото почти никаква работа не свърши за седем години, а през повечето време се подвизаваше в Специализирания съд като съдебен заседател, новият – стар член на КЗП Константин Арабаджиев, който бе част от ръководството на контролния орган и в периода 2015 – 2022 с председател Димитър Маргаритов, се оказа тиха, но опасна вода.
Един от ресорите му по онова време в КЗП е бил прилежащият към нея Европейски потребителски център. Може да е почти безизвестен, защото през всичките тези години е също толкова безполезен, колкото и фигурирането на Арабаджиев като член на Комисията и отговарящ за ЕПЦ-то, но този Център съвсем не е за подценяване от гледна точка на управлението на ресурсите – финансови и човешки, и възможността за кадруване и отклоняване на средства.
ЕПЦ – България е част от мрежата такива центрове във всички страни от Европейската общност, чиято задача е да помага на потребителите да разрешат спор с продавач, установен в друга страна от ЕС, да им разяснява правата и т.н.
По тези направления Европейският потребителски център в България под надзора на Константин Арабаджиев е постигнал мижави резултати и затова се ползва и с мижав интерес. В публичните годишни доклади в последните периоди, писани под индиго, Центърът отчита около 2000 запитвания и жалби на граждани, като никъде не се посочва в колко от случаите са успели да съдействат да се реши възникналият казус, което трябва да е целта на осъществяваното взаимодействие.
В същото време обаче за проекта ЕПЦ – България всяка година се усвояват средства от европейските данъкоплатци и от българските през бюджета на КЗП.
Може ефектът от работата му да е нулев, но пък ежегодно, със знанието и съгласието на неговия „наставник“ Константин Арабаджиев, се провеждат мащабни турнета, замаскирани под наименованието „информационни кампании“ – лятото по Черноморието, през цялата година – във вътрешността на страната. Така „експертите“ от ЕПЦ, вместо да стоят в офисите и да работят по жалбите на потребителите, те изкарват през летния сезон, на държавни разноски, поне един месец на морето. През повечето от времето са по плажовете, което се вижда и от снимките на служителите на Центъра в социалните мрежи. Това е възможно, защото според официално обявяваната програма събитията обикновено са следобед за по два часа, а през останалата част от денонощието има време за плаж и вечер за дискотеки. За турнетата по договор се ползва рент-а-кар, осигуряват се нощувки в хотели и дневни, разбира се за сметка на бюджета на ЕПЦ, който идва и от КЗП. Това става покровителството на Арабаджиев, както и на уволнения от предишния състав на КЗП главен секретар Иван Бъчваров, който пък е финансов контрольор и отговаря за правомерното разходване на средствата от бюджета на КЗП.
Самият Константин Арабаджиев неведнъж се е възползвал от командировки за участие в събитие на ЕПЦ по Северното Черноморие, за да съчетае кратък отдих в имота си край к.к. „Албена“, като спести за гориво, което се поема с командировката, както и да задели някой лев допълнително от дневните, които за член на комисията са два-три пъти по-големи от тези на редовите служители.
