професионалистите по здравни грижи се обръщаме към Вас във време на
засилващи се трудности и изпитания, за да заявим отново на висок глас:
ОЧАКВАМЕ СПЕШНИ МЕРКИ ЗА СПАСЯВАНЕТО НА ЗДРАВНИТЕ
ГРИЖИ В БЪЛГАРИЯ!
Днес, повече от всякога, е нужно национално съгласие и решителни
действия за преодоляване на критичния недостиг на медицински сестри,
акушерки, фелдшери, лекарски асистенти, рехабилитатори, медицински и
рентгенови лаборанти. Изискват се неотложни и незабавни промени в
организацията на работа, условията на труд и размера на трудовите
възнаграждения, така че всички медицински специалисти да работят тук и
сега!
Призоваваме всички политически партии да обявят за свой основен
приоритет здравето на нацията и настояваме политическите субекти да
постигнат съгласие за незабавни, ясни и конкретни действия за запазване
на здравните грижи за българите, като очакваме от тях:
- Приемане на Национална стратегия за развитието на
здравните грижи в Република България с конкретни срокове,
финансово обезпечаване и отговорни институции. - Осигуряване на начална работна заплата за специалистите по
здравни грижи в размер на три минимални работни заплати. - Приемане на стандарти за всяка от специалностите в
направление „Здравни грижи“, които да включват
необходимия брой медицински специалисти спрямо броя на
пациентите, както и спрямо броя на децата и учениците в
детските ясли, детските градини и училищата.
- Диференцирано заплащане на труда, съобразно придобитата
квалификация. - Задължително, обезпечено от работодателите и държавата,
продължаващо обучение и гаранции за кариерно развитие в
професията.
Повече от 10 години алармираме безответно, че в България работят
около 23 000 медицински сестри, а на здравната ни система са нужни поне
още 35 000. Акушерките у нас са около 4000, а са нужни поне още толкова.
Не достигат фелдшери/лекарски асистенти в екипите на спешните звена, в
региони със затруднен достъп до медицинска помощ и здравни грижи.
Системата на здравеопазване работи с недостатъчен брой медицински и
рентгенови лаборанти, а броят на рехабилитаторите е крайно недостатъчен
за възстановяване на пациентите след етапа на активно лечение. Средната
възраст на специалистите по здравни грижи вече е над 55 години, а броят
на кандидатите за тези професии продължава да е недостатъчен, въпреки
включването на направление „Здравни грижи“ в списъка с приоритетните
направления и отпускането на повече бройки за първокурсници по
държавна поръчка.
За да се спаси съсловието от изчезване и за да не се застрашава
националната здравна сигурност, са нужни решителни действия. Това е
кауза, около която сме длъжни да се обединим!
Затова днес, в навечерието на третите поредни парламентарни
избори за 2021 година, ние настояваме:
За да се полагат качествени здравни грижи за пациентите,
родилките, бебетата, децата, хората с хронични заболявания и всички,
който се нуждаят от подкрепа и грижи, са нужни незабавни и енергични
промени и политика за привличане на млади хора към професиите от
направление „Здравни грижи“. В противен случай Ангелите на
милосърдието, както хората наричат медицинските специалисти, ще
продължат да намаляват. Болниците все по-често ще затварят отделения
заради липса на медицински сестри и други медицински специалисти. Все
по-често ще има недоволство от страна на пациентите от липса на грижи,
внимание и хуманно отношение. Дошъл е преломният момент да се
преосмисли проблемът с недостига на персонал и да се предприемат
революционни промени, а не козметични действия, с които работодателите
се опитват да се справят ден за ден. Решаването на проблема изисква той да
се превърне в мисия и реални действия на бъдещите управляващи
политици, които да почувстват с мисълта, морала и човещината си, че
повече от 15 000 медицински специалисти за заразени с COVID-19, много
колеги напускат системата и няма кой да ги замести, а нашите пациенти
отчаяно се нуждаят от грижи. Бъдещите медицински специалисти на
България са тук, но е нужно да повярват, че са желани, че ще бъдат ценени
и уважавани. Настоящите медицински специалисти са Героите на нашето
време – в защитни облекла и маски, уморени и изтощени, продължаващи
битката с предизвикателствата и трудностите, въпреки оределите
професионални редици. Те са тези, които не жалят сили за своите
пациенти, надмогвайки здравния риск и умората, неизменно до
страдащите и нуждаещите се от лечение, подкрепа и квалифицирани
здравни грижи. Защото знаят, че са призвани да дават Любов, Вяра и
Надежда, че ще има Утре. И това Утре трябва да бъде по-добро от Днес!
Уважаеми политици, решението на проблема е във Вашите ръце – с
воля за промяна, воля за морал и отговорност, воля за спасяване на
здравната национална сигурност! Издигнете се до висотата на очакванията
на медицинските специалисти и на хората – Вашите избиратели – за по-
добра здравна грижа и просперитет!
Ние от Българската асоциация на професионалистите по здравни
грижи отказваме да носим отговорност за неблагополучията в здравната
система и твърдо настояваме за решения днес, утре ще бъде късно! Ако
